The deployment of seafarers has been in an up trend for the past 15 years.  This attests to the Filipino seafarer’s world –class stature, which has earned them a place in ocean-going tankers, passenger vessels, reefer vessels, bulk and chemical carriers of about 116 flags of registry.  Foremost of these are Panama, Liberia, Cyprus, Bahamas, Jamaica, Greece, Malta, Singapore, Norway and the Republic of Germany.
 
 
ENHANCING THE CAPABILITY OF FILIPINO SEAFARER  The Philippines now belongs to a select group made it to the White List of countries which have given full and complete effect to the provisions of the Standard for Training, Certification and Watchkeeping (STCW)  Convention, as amended, as required for member countries of the International Maritime Organization.
The inclusion of the Philippines in the list of complying countries assures the international maritime community that the Filipino seafarers are competent and are products of a training and certification system that is compliant with the present international regulations.
 
The Maritime Training Council (MTC) is responsible for giving full and complete effect to the 1978 STWC Convention, as amended.  All the academic courses and training programs follow the framework prescribed under the 1978 International Convention on Standards of Training, Certification and Watchkeeping (STCW), as amended.
 
For its part, the Philippine government, in cooperation with the private sector,
assumes a steady role in putting in place a manpower development system that will maintain a steady supply of qualified officers and skilled ratings required by the local and international manning industry.
 
Policies and strategies are geared toward improving the quality of maritime training.  This is done through upgrading of training inputs and technology, strengthening research and development in the industry and enhancing the capability to train and develop seafarers.
 
The basic goal of these collective efforts if for the Philippines to be compliant with the STCW; thus, maintaining the country’s position as the prime source of qualified seafarers

The Philippine government has an organized hiring system.  Foreign employers who desire to employ Filipino seafarers can seek the assistance of POEA licensed manning agencies for their crewing requirements.  The agencies provide a whole range of recruitment services-from manpower sourcing to actual selection and deployment of seafarers.
 
It also organizes the international shipping industry’s significance to the Philippine seafaring sector, by giving distinction to major international companies, organizations and their executives, for their contributions to the national economy through International Employers Award.
 
At present, the Philippine government continues to respond to employer’s demand for seafarers by meeting the highest global maritime standards.
 
Quality Assurance

 

To ensure the competence of Filipino seafarers, the Philippines consistently abides by international standards for the training and certification of its seafarers.  They undergo rigid pre-employment medical examination in government-accredited medical clinics and hospitals to guarantee their physical fitness.
 
Current policies and strategies are geared toward continuously improving quality of Philippine maritime education and training to make the hiring system responsive to the changing needs of the global shipping market.  This is done through research and development, review of quality standards and upgrading of training equipment.
 
One-Stop Shop
 
In May 2003, the Philippine government set up the Philippine Seafarer’s One-Stop Center or PSOC, a facility composed of government agencies engaged in the promotion of the interest and well-being of Filipino seafarers.  By integrating the various services that are essential to Filipino seafarers, the PSOC ensures a more timely and efficient processing of the seafarers’ employment documents.
 
It is envisioned to be a one-stop shop with appropriate facilities, equipment, information technology and qualified and skilled personnel to enable it to attend to the magnitude of Filipino seafarers’ concern and demands.
