Agency Services and Procedure

Issuance/Renewal of License
(Landbased and Manning Agencies)

LICENSING BRANCH, 4TH FLOOR

FEES:

Filing Fee PhP10,000.00

License Fee PhP50,000.00

DOCUMENTARY REQUIREMENTS:

New Application:

  1. Written Application

  2. Application Information Sheet for Issuance of License

  3. Proof of Business Registration and minimum PhP2Million paid-up/capitalization

  4. Proof of Financial Capacity

  5. Proof of Marketing Capacity

  6. Notarized Affidavit of Undertakings

  7. List of the members of Board of Directors, Officers and Staff (with NBI/Police
    Clearance, POEA Anti-Illegal Recruitment Branch Clearance), Letters of Appointments of Staff indicating specific functions

  8. Proof of Bachelor’s Degree attainment and Business Experience of the Proprietor/President/Partner or CEO

  9. Certificate of Attendance of the Proprietor/President/ Partner or CEO to the Pre-Licensing Orientation Seminar

  10. Proof of Publication of Notice of Application with Names of the Proprietor/President/Partners, Incorporators and Officers

  11. Contract of Lease or Proof of Building Ownership indicating the office address and office space of at least 100 sq. meters

  12.  Additional requirements:

For application presenting household workers or overseas performing artists as new market – Affidavit of Undertaking by the Proprietor/President or Partner on deployment of other skills;

Other requirements on proofs of sources of investments which may be asked during the panel interview: 

  1. employment certificate indicating salaries, allowances, and other benefits,

  2. passbook/bank statement

  3. proof of loans or mortgaged properties,

  4. deed of sale, old and new titles of properties in case of sale

Renewal of License:

  1. Application Information Sheet for Renewal of License

  2. NBI Clearance/POEA Anti-Illegal Branch Clearance for all Officers and Staff, Photocopy of valid passport for previously reported foreign Director, if any

  3. Surety Bond

  4. Escrow Agreement & Bank Certification of Escrow Deposit

  5. Audited Financial Statements and Corporate Income Tax Returns or Individual Tax Returns of the single proprietor for the last 2 years

  6. Notarized Affidavit of Undertakings

  7. Savings Account with maintaining balance of PhP500,000.00

  8. Certification from POEA Accounting Division on status of the cash bond (if intact or transferred to escrow account)

  9. Other requirements as may be imposed by the Administration

PROCEDURE:

Step 1: Submit application and complete documentary requirements to the Officer of the Day at the Counter for evaluation.

Step 2: Upon confirmation on the completion of submitted documents, get Order of Payment for Filing Fee of PhP10,000.00 at the POEA Cashier, 5th Floor.

Step 3: Present Official Receipt of payment to evaluator for the schedule of Panel Interview.

Step 4: Attend Panel Interview.

Step 5: After receipt of notice of approval of application, pay License Fee of PhP50,000.00 to the POEA Cashier, 5th Floor.

Step 6: Present Official Receipt as proof of payment and get License Certificate from the Licensing Branch

For Renewal of License: Follow Steps 1, 5 and 6. 

ESTIMATED PROCESSING TIME:

New Application: 15 Working Days after completion of Panel Interview

Renewal of License: 6 Working Days
