1 Adopting policy guidelines on mission critical skills.
2 Commending Engr. Alexis P. Cruel for his active participation and invaluable contribution in the formulation of policies geared towards the protection of overseas Filipino workers, particularly those in the land-based employment sector.
3 Commending the trailblazing and highly motivating leadership of Secretary Patricia A. Sto. Tomas, and for her invaluable legacy to the overseas employment industry.
4 Modifying GBR No. 3, series of 2001, reverting the minimum age for household service workers to 25 years old, regardless of gender.
5 Increasing the entry level minimum salary of all household workers deployed overseas to US$400.00.
6 Prohibiting the collection of placement fee from household workers, whether collected prior to their deployment or on-site through salary deduction.
7 Requiring foreign placement agencies hiring household service workers pre-qualification at the Philippine Overseas Labor Office (POLO).
8 Requiring possession of TESDA National Certificate for Household Service Workers (NCII), and country-specific language and culture orientation from OWWA as pre-qualification of domestic helpers bound overseas.
9 Requiring POLO verification of job orders for domestic helpers and other low-skilled workers.
10 Suspending issuance of new licenses to applicants using the recruitment of household workers as new markets.
11 Declaring the effectivity dates of various board resolutions on household service workers.
12 Deferment of implementation of the increase in minimum age, and monthly salary of all Direct Hires covered by job orders registered at the POEA before December 16, 2006.
