POEA Vision:

Excellence in governance for world-class Filipino migrant workers

POEA Mission:

POEA connects to the world, and in partnership with all stakeholders, facilitates the generation and preservation of decent jobs for Filipino migrant workers, promotes their protection and advocates their smooth reintegration into Philippine society.

POEA Quality Policy:

We pursue excellence in governance to satisfy our customers. We achieve this by:

Providing effective and efficient services
Operating within the requirements and standards governing overseas employment
Empowering our human resources
Assuring continual improvement using ISO 9001-2000.

POEA Core Values:

Integrity, Commitment, Cohesiveness, Courtesy and Trust

Quality Management System:

In 2002, the POEA fulfilled its commitment to attain ISO 9001:2000 certification in line with DOLE Continuous Service Improvement (CSI) program headed by POEA Administrator Rosalinda Dimapilis-Baldoz who pioneered the DOLE-CSI program when she was still the Undersecretary for Management Services at DOLE. The certification is another milestone for POEA which celebrated its 20th anniversary and being the first line agency attached to DOLE to be ISO 9001:2000 certified with the following scope of certification: “Provision of Overseas Employment Facilitation Services (Land-based Workers Employment Processing, Seafarers Employment Processing and Government Placement Services) and of General Administrative and Support Services”

In November 2005, the POEA-QMS was successfully re-certified by its external auditor for another 3-year cycle. During its 8th surveillance audit in May 2006, with the inclusion of licensing and adjudication in the POEA-QMS, the scope of certification was revised as follow: “Provision of Overseas Employment Facilitation Services, Licensing of Agencies, Adjudication of Cases and General Administrative and Support Services”

With the recent 12th surveillance audit of the POEA-QMS last 10 June 2008, the Administration was recommended anew for another 3-year cycle of continuous certification of its quality management system under ISO 9001:2000 standards with the inclusion of new processes in the scope of certification. With this, the scope will be revised as follow: “Provision of Overseas Employment Facilitation Services, Licensing of Agencies, Adjudication of Cases, Workers’ Protection and General Administrative and Support Services”
