Piloto
The Philippines and Spain
signed on June 30, 2006 the Memorandum of Agreement on
Cooperation for the Management of Migratory Flows. This shall
pave the way for the entry of Filipino health professionals and
skilled workers under the Proyecto Piloto.
For the initial stage of the
project for 2006, the Spanish government has granted 120 visas
for healthcare workers such as caregivers and nurses. The
employers are large private companies, primary hospitals and
5-star homes for the aged, and not individual employers.
As a general policy, only pre-qualified
recruitment agencies accredited by POEA shall be allowed to
recruit for and deploy Filipino workers to Spain under the
Proyecto Piloto. Name hiring of workers under this program shall
not be allowed and there shall be no collection of placement fee
prior to issuance of work visa.
The process of
selection of workers shall be in accordance with the
qualifications prescribed by the employers which shall include
among others possession of the Spanish language proficiency
certificate issued by the Instituto de Cervantes.
